The relevant procedures are currently being implemented and will be introduced in the near future.

In August last year, the General Office of the State Council issued the "Opinions on Accelerating the Development of Circulation and Promoting Commercial Consumption", which clearly canceled the approval for the wholesale and storage of petroleum refined oil, and delegated the approval for the retail business of refined oil to the people's governments at the prefecture and city level. In accordance with the State Council’s “decentralization, decentralization, and decentralization” reform requirements, the Ministry of Commerce issued the “Notice on Doing a Good Job in the Reform of Petroleum Products and Oil Circulation Management and Decentralization and Decentralization” in December 2019 to guide local governments in the policy convergence of approval cancellation and decentralization Make it clear that the people’s government at the prefecture and city level is responsible for the approval of the regional refined oil retail business qualifications, and that after the approval of the wholesale warehousing business qualification is cancelled, the business activities of the enterprise must still comply with safety, environmental protection, fire protection, quality, taxation, transportation, meteorology, measurement, etc. It is required by laws and regulations, and pointed out that the crude oil and refined oil market management measures will be abolished in due course.
